Scenic Highlands: A New Chapter for the Route 36 Corridor

If you’ve driven along Route 36 in Highlands, you’ve probably noticed the open stretch of land where the Shadow Lawn Mobile Home Park once stood. That site, long dormant, is finally set for a major transformation. one that could reshape the local housing landscape and bring fresh energy to the community.

The Borough of Highlands has reached an agreement with Scenic Highlands Owner, LLC, the redeveloper behind a new mixed-use residential community called Scenic Highlands. The plan includes a five-story building with 292 units44 of which will be affordable housing, along with courtyards, underground parking, and a clubhouse for residents. A scenic overlook open to the public and sidewalks connecting Linden Avenue to Scenic Drive are also included to improve accessibility and walkability.

For a borough just 1.4 square miles, this project is significant. Borough officials estimate Scenic Highlands will bring approximately 639 new residents, including 36 school-aged children, and generate an estimated $51 million in PILOT payments over the next 30 years. It’s also expected to create 300 construction jobs and 10 permanent positions once complete.

Mayor Carolyn Broullon shared her enthusiasm about the redevelopment:

“We have been waiting for this day for quite some time and are excited to finally see this property live up to its potential,” Broullon said. “The influx of the Payment In Lieu Of Taxes (PILOT) is projected to be $51 million over the duration of 30 years after completion and the issuance of a Certificate of Occupancy and Certificate of Completion.”

As a local Realtor watching this corridor evolve, I see Scenic Highlands as a catalyst for renewed investment along Route 36,bringing modern housing options, improved infrastructure, and long-term community value. Redevelopment at this scale often influences nearby property values and can spur additional upgrades in surrounding neighborhoods.

The official vote on the Scenic Highlands plan is scheduled for November 5th at 7 p.m. at Borough Hall, and the meeting is open to the public.

Highlands has been quietly growing and modernizing over the past few years, and this project marks another major milestone in that ongoing transformation.
